Overcoming Challenges in Preparing the Second Phase of the National Energy Efficiency Action Plan in Algeria
A consultation meeting was organized on November 27, 2014 at the Headquarter of the National Agency for the Promotion and Rational Use of Energy (APRUE) in Algeria. The workshop was organized in the framework of the Regional Centre for Renewable Energy and Energy Efficiency's (RCREEE) mission of monitoring the progress achieved by Arab countries in their National Energy Efficiency Action Plans (NEEAPs), specifically, the Algerian NEAAP. The workshop was attended by representatives from APRUE, the electricity sector, the Ministry of Energy and Mining and RCREEE.
The meeting focused on discussing Algeria's first plan for the period of 2011 - 2013 and possibilities to update to cover the period of 2015 – 2017. In addition, the meeting discussed challenges that must be overcome to complete the preparation of the updated plan. These include, technical difficulties, institutional coordination and other challenges..
A presentation for the content of the first plan 2011 - 2013 and the progress of updating it to cover the period 2015-2017 were submitted. Following the presentation, some questions were raised by participants on work methodology, data used to identify total savings target for 2020, and interim goals. On the other hand, the participants inquired about the selected procedures in both plans.
Attendees asserted during this meeting that the Algerian NEEAP is moving within the overall path of the Algerian National Strategy for Energy Efficiency and Renewable Energy 2030 adopted by the government since 2010. Also, it was clarified that the calculation of the total savings has been determined based on the results of a prospective study for 2030 that has been accomplished by APRUE.
