Existing CDM Potential and Perspectives for Carbon Finance in RCREEE Member States Beyond 2012

The Regional Center for Renewable Energy and Energy Efficiency (RCREEE) with collaboration of CDM-JI Initiative for MENA region of the German Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) has carried out during July-October 2011 a study on CDM Potential and Perspectives for Carbon Finance in its Member States Beyond 2012 (covering Jordan, Lebanon, Syria, Yemen, Algeria, Morocco, Egypt, Tunisia and Libya).

This study was performed by a consortium of two firms, Perspectives CC and Alcor. Two reports have been issued on November 2011. The first is dealing about the potential of CDM Projects in RCREEE member states and the second is related to the new market mechanisms of mitigation to be used for the carbon finance beyond 2012.

The objectives of the study are to

  • speeding up the registration of the mature projects with the high potential of GHG mitigation before the end up of Kyoto protocol period;
  • enhancing RCREEE member states in:
    • developing mitigation strategies,
    • identifying a NAMA portfolio,
    • supporting building capacity in the field of NAMAs,
    • mobilizing specific financing for climate change,
    • making the project developers familiar with the international negotiations and encouraging them to benefit from specific funds decided by Conferences of Copenhagen on 2009 and Cancun on 2010.

Impact Assessment of RE&EE National Regulation
A comparative study of the effectiveness of policies in the field of renewable energies and energy efficiency in the RCREEE Member States. For the study, financed by DANIDA, and finalized in April 2010, a consortium of consultants consisting of MVV Decon and Wuppertal Institute were selected on the basis of a tender process.
10 national reports for RCREEE member states and one regional report produced as deliverables of the study. The reports show an analysis of the RE&EE policy making process in the member states.
The regional report presents a comparative tool that can be used for polices benchmarking within the member states. Moreover, case studies about policy evaluation in special cases have been presented.

Land Use Agreement Model for Egypt
A study trying to define best practices for project agreements for private financed renewable energy projects, carried out jointly with MED-EMIP and the financial support of the EU. A particular focus is on land use agreements model for Egypt. The results of the study has been finalized and submitted to MoEE, NREA and EETC and used for the preparatory works of future BOT wind energy projects in Egypt. It is intended to further disseminate the results on the regional level. The study finalized in Feb 2010.

Solar Water Heater Certification and Standardization in RCREEE MS
A study about the current situation of Solar Water Heater Certification and Standardization in RCREEE Member States. This study, which has been finalized and disseminated in May 2010, is intended to guide the establishment of a regional certification program for solar water heaters in the region that shall be implemented in cooperation with LAS in 2011.
The output of this study will be used as an input to the SWHs certification and standardization program that will be implemented by RCREEE in cooperation with LAS and AIDMO. This program aims to produce regional quality system for SWHs in the Arab region.

Implementation of a set of energy efficiency indicators
A study and implementation of a set of energy efficiency indicators and data base in Southern and Eastern Mediterranean countries. The objective of the study is to strengthen the capacity of RCREEE MS in monitoring their energy efficiency policies by using set of indicators. The study is implemented in cooperation with Plan Bleu. International Consultants, national private experts and governmental focal points are involved. The duration of the study is 9 months to be finalized in October 2011.

Regional Best Practices for the key Project Agreements
A study to develop and disseminate regional best practices for the key project agreements for private finance RE projects. The deliverable of the study should be a Term Sheets "templates" to draft and agree on "Model Agreements" which can be used by relevant public entities within RCREEEE region when tendering and implementing renewable energy electricity generation projects in public lands owned by governmental bodies and sells electricity to the Grid Company. Privately owned lands are dealt with in a separate annex.
