Institutional Set-up

RCREEE is organised as an independent organisation with international legal status, wholly owned by the member states and hosted by Egypt. The organisational structure will be designed to guarantee academic excellence and safeguard the regional orientation of the Centre. Until the legal proceedings for the definite set up are completed, RCREEE will be managed by an interim secretariat, which commenced its activities on 1 September 2008. The interim secretariat consists of four members, representing the Maghreb countries, the Mashreq countries, the host country Egypt and the development partners respectively. The interim secretariat is entrusted with overseeing the incorporation process of RCREEE and assists in designing the centre's initial work program.

Dr. Fatma Ahmed Moustafa, Egypt (Chairman)
Dr. Fatma Moustafa is an Electrical Engineer with over 37 year of experience in the Egyptian energy sector. Since graduation in 1971 she served as research engineer in the Egyptian Electricity Authority until became Director of the Department of Studies, Research and Electrical Testing. In 1995 she served in the Ministry of Electricity and Energy first as General Director and later in 2003 as Undersecretary for Planning, Research and International Cooperation. Among others, she was responsible for the strategic planning for the power system expansion including renewable energy resources, seeking financing for new power projects and cooperation with international financing institutions. In 2005 she was appointed Manager of the Regional Power Coordination Unit of the Nile Basin Initiative- based in Addis Ababa, Ethiopia, Managing the project of Eastern Nile Power Trade involving Egypt, Ethiopia and Sudan to promote regional power trade through creation of an enabling environment, coordinated regional investment planning of power generation and transmission interconnection projects between the three countries. Through this post she headed the project Technical Committee and coordinated with the Steering Committee and Power Ministerial meetings. Dr. Moustafa holds a PhD on Reactive Power Control in Electric Power Systems; Msc and BSc in Electrical Power Engineering. She has more than 17 technical publications in International Conferences.

Eng. Zaher Tawil (Schneider, Lebanon)
Ggraduated from the American University of Beirut with a Bachelor Degree in Electrical Engineering in July 1995 and with a Masters Degree in Electrical Power Engineering in October 1997. Worked at Schlumberger, Oil Field Services from 1997 to 1999, then with Siemens in 1999, before joining Schneider Electric in 2000 as Product Manager based in Beirut until early 2005. Then he moved to France to follow Power Monitoring and Control activity and business development for the Middle East. Since 2008, he is the Products and Solutions Marketing Manager back in Beirut where he leads and defines the Schneider Electric products and solutions marketing strategy for the East Mediterranean region. He is at the same time the Leader of the Renewable Energy and Energy Efficiency Initiative for the region. He has Professional and personal interests in Renewable Energy, Energy Efficiency, Power Factor Correction, and Low Voltage Distribution. He is an Executive Committee Member of the IEEE Lebanese Chapter for Industry Relations, He is also a Senior Member of the IEEE, Institute of Electrical and Electronics Engineering, Power Systems Society since 1995. Member of the study committees for IEC Standards at the Order of Engineers of Beirut from 2000 till 2005.
Mr. Mohamed El-Mahdi (Siemens, Egypt)
Chairman, Managing Director, Siemens S.A.E. Mohamed El-Mahdi has almost twenty years of extensive international management experience in the field of infrastructures and has held a number of management assignments within Siemens in Germany, Mexico and Egypt. Mohamed El-Mahdi is a graduate of the Faculty of Engineering, Cairo University and has accomplished various management programs at Thunderbird School of Global Management, The American Graduate School for International Management and The Fuqua School of Business, Duke University. After joining Siemens in Munich, Germany in 1991 he worked from 1995 till 2000 in and for the Latin American region. From 2000 till 2003 he took a first assignment to Egypt and was in charge of the IT and telecommunications business of Siemens. In 2003 he was responsible for the Siemens Corporate strategy in North and South America, based in Munich. Since March 2006 he is in charge of the Siemens business in Egypt, based in Cairo. Mr. El-Mahdi serves on the board of the German-Arab Chamber of Industry and Commerce and is Chair of the newly founded Egyptian Energy Saving Council for Industry and a member of the Egyptian Supreme Council for Science and Technology.

Amel BIDA is a senior expert at the RCREEE Interim Secretariat. Before, she worked with the National Agency for Energy Conservation (ANME) in Tunisia, where she was a project manager at the studies department and coordinated activities with various authorities, private & public companies, as well as international institutions working in the energy and environmental sectors. She studied economic sciences, urban planning and development and got her master degree from the University of Tunis. She has extensive professional experience in the fields of renewable energy, energy efficiency, climate change and CDM.
Eng. Ashraf Kraidy is a senior expert at the RCREEE Interim Secretariat. Before, he worked with the National Energy Research Center (NERC) in Syria, where he was the head of Energy Regulation Department. He studied power engineering at Damascus University where he got his diploma degree in electrical energy efficient techniques in 2004 and a Master Degree in Energy Efficiency Labels and Standards for Domestic Refrigerators in 2009. He has extensive professional experience in the fields of energy regulations and policies, energy auditing, renewable energy projects feasibility, DSM and Solar energy.
Eng. Maged Karam-Eldeen Mahmoud joined the RCREEE in January 2011. He got his Master degree (M.Sc.) in Mechanical Power Engineering, in 2003. He has a strong technical experience in renewable energy fields, especially wind and solar energies as well as related policy issues. Before joining RCREEE, he worked for the Egyptian New & Renewable Energy Authority (NREA) for 14 years. In his work capacity, he participated in realizing some of the most important large scale wind energy projects, through preparation of projects' scopes and proposals for national and international entities, as well as conceptual design, technical specifications, tender documents, offers evaluation, contract negotiation and administration. He also participated in several research projects and studies in the renewable energy fields in collaboration with national and international organizations (ESCWA, UNEP… etc). He participated in developing and formulating the Egyptian renewable energy strategy, analyzing and determination of priority fields, and preparation of policies and action plans for implementation of the strategy through governmental organizations and private sector. Eng. Maged K. Mahmoud has other professional activities; in the R&D field, he won the Academy of Scientific Research Award for Development and Innovations in 2001. He is a certified trainer since 2004, he participated in organizing, lecturing and training in many training courses, seminars and workshops in the fields of renewable technologies and project management, organized by national entities in collaboration with international organizations (GEF, UNEP, RCREEE…). Further, he participated in organizing several important local & international events, such as the World Energy Council executive assembly meeting held in 2001, the 3rd Middle East-North Africa Renewable Energy Conference (MENAREC3), 2006, and the 2nd Session of the Preparatory Commission of the International Renewable Energy Agency (IRENA), Sharm-Elsheikh, 2009. He is also a member of the technical committee of the Egyptian National Committee of the World Energy Council.
Eng. Bothayna Rashed is a senior expert at the RCREEE Interim Secretariat. Currently She also works with the New & Renewable Energy Authority (NREA), affiliated to the Egyptian Ministry of Electricity and Energy, where she heads the sector of technical affairs. Her tasks at NREA include the relevant renewable electricity generation studies and coordination with the various entities on the national, bilateral and multilateral levels. She studied electrical engineering, environmental engineering and got her master degree in public administration from the Arab Academy for Sciences and Technology, affiliated to the League of Arab States. She got also a higher diploma in business administration as well as in environmental engineering from Ain Shams University in Cairo as well as a professional certificate in environmental engineering from the American University in Cairo (AUC). She is a member in the Technical Trustees of the Egyptian National Committee of the World Energy Council (ENC-WEC). She has a broad professional experience in the fields of renewable energy policies and the environment.
Mohamed Hamed
Noha Gamal is the Liaison Officer at the RCREEE Interim Secretariat with previous experience in events coordination, customer service and public relations. She holds a Bachelor degree of Economics, diplomas in organizational management and community development and attended in royalty and VIP customer service. She has traveled to over 50 countries with previous employers among which are Baker & McKenzie Law Firm, ADEW, Emirates Airlines and Philips Egypt.
Ludger Lorych (Germany) has a political as well as scientific background in the field of renewable energies and energy efficiency. He was member of the German Ministry of Environment and initiated activities promoting a solar energy partnership between MENA and Europe in 2004. For public funding of research activities, especially in the field of concentrating solar power, he was chief coordinator. He was further involved in the German International Climate Initiative promoting technical and political support concerning climate protection.
Heidi Sarwat is Office Manager and Financial Officer at the RCREEE Interim Secretariat Advisor's Office. Before she was working as Management Assistant at the GTZ/GOPA Project "Program of Qualifying Technicians & Technical Trainers in Egypt". Heidi Sarwat studied German Literature at Cairo University and has particular experience in Administration, Finance and Marketing.
Eng. Samir Hassan is working as Technical Director for the Interim secretariat at RCREEE. He was the former chairman of the new and renewable energy authority in Egypt [NREA], he is very well experienced as a power engineer in operation & maintenance of steam & gas turbines and power plants in Egypt, he graduate in his post in electricity generation till the deputy chairman for Cairo electricity generation company supervising all the power plants in greater Cairo. He supervises all the technical specifications for the conventional power plants in Cairo and all the wind farms in Egypt and the solar thermal power plant as well. He graduated from Cairo University as a mechanical engineer and got his master degree in the same field. He is certified as Renewable Energy field consultant from the Engineering Syndicate in Egypt.
Board of Trustees (BoT)
Executive Committee

The Executive Committee comprises five members, three of them are elected from the members of the RCREEE BoT or other government affiliated entities representing Mashreq - Maghreb and the Host Country Egypt. The other two are elected from the private sector ("Private Sector Members"). The Executive Committee represents the BoT between the BoT sessions, is responsible to oversee the implementation of the decisions of the BoT and to advise the RCREEE secretariat. As such, it serves as a point of contact for the RCREEE Secretariat for consultations on ongoing affairs. In addition, is shall oversee the activities of the RCREEE Secretariat.
