RCREEE is organised as an independent organisation with international legal status, wholly owned by the member states and hosted by Egypt. The organisational structure will be designed to guarantee academic excellence and safeguard the regional orientation of the Centre. Until the legal proceedings for the definite set up are completed, RCREEE will be managed by an interim secretariat, which commenced its activities on 1 September 2008. The interim secretariat consists of four members, representing the Maghreb countries, the Mashreq countries, the host country Egypt and the development partners respectively. The interim secretariat is entrusted with overseeing the incorporation process of RCREEE and assists in designing the centre's initial work program.
