The syndicate of engineers has organized in Beirut the "Fifth Week for Energy and Water" from the 17th till the 19th of November at the "Engineer House" (Bait El Mohandes) - Be'r Hassan. The inauguration ceremony was attended by Cesar Abi Khalil representing the Minister of Energy and Water, Engineer Gobran Bassil, and head of the Lebanese syndicate of engineers Dr. Bilal El Alaily, head of the Fourth Branch (mechanical engineering consultants) at the syndicate of engineers in Beirut, Engineer Rabii Khairallah, head of the Engineers branch at the Lebanese Army Forces Nabil Abou Gouda and a number of professors and students of the faculty of engineering at the Lebanese universities.
The opening address was delivered by Khairallah. "We hereby inaugurate our Fifth Annual Conference for Energy. This year we have added the topic of water, since we consider water as a kind of energy. It is of vital importance in our daily life and is closely linked to the topic of energy, with regard to the processes of pumping, refining and re-refining it after use. To this, the topics of energy and water have become the main focus of interest of mechanical engineers working in the construction sector.
He added: "Lebanon imports 98% of its energy, paying 16% of its GNP. It depends to 38% on private generators. As for our ground water it is polluted, having in some of El Beqa' areas nitrate that reaches 5 times as much as the maximum permissible percentage as per WHO (World Health Organization)."
The following address was delivered by the representative of the Lebanese Center for Energy Preservation, Hassan Saloum. He reiterated the importance of "controlling the energy scrutiny process of the legally binding projects, in addition to offering opinions on the energy consuming projects according to the provisions of the laws pertaining to procedures, issuing accreditation certificates to energy-saving electric machines and devices, proposing policies and plans, and the rationalization of energy, its efficient use, alternative and renewable energies, disseminating the national awareness of the use of technologies for preserving energy, alternative and renewable energies, in addition to contributing to scientific researches."
El Alaily gave his address in which frame he pointed out that "water and energy have become among the main fundamentals of modern civilization. Humans cannot survive without a water resource, neither can they exercise certain habitual life patterns without having energy. With the constantly increasing numbers of world population, the demand for those two resources is rapidly growing beyond imagination."
He added: "We consume great amounts of water to generate energy, and huge energy volumes to produce clean water. The environmental and hydrological restrictions are an obstacle facing increased energy production. High prices and other energy problems curb an increased water production. To this, climate change and the constant rise in oil prices makes governments seek legislation bills to motivate the use and marketing of alternative energy.
Abi Khalil delivered the address of Basil stating the following: "We at the Ministry of Energy and Water totally adopt and support the organization of conferences and workshops for the purpose of upgrading, qualifying and consolidating the scientific and technical capacities of Lebanese personnel and experts, especially in combination with international experiences. The lecture program included important topics that touch upon the national needs and invite for a comprehensive, impartial holistic view. It is namely no more possible or acceptable to separate between the topics of water, energy and environment. We live and observe the most dangerous global phenomenon that jeopardizes this planet, namely the climate change, that is caused by a global chaos, if we can put it that way. This calls for exerting enormous efforts to curb those problems. There is the need for a political will by decision makers all over the world. Furthermore, there should be global cooperation to develop mechanisms for the reduction of carbon emissions and not to throw the ball solely in the court of the developing countries."
